Underline breaks up after saving as pdf

hi everyone,

 

i'm creating form in illustrator cs4 , i've put in right aligned tabs , selected tabs , underlined them using underline option in characters panel. when save pdf though, underline breaks small dots, ie. doesn't keep solid line.

 

does know why happens or if there's workaround?

 

appreciate help.

underline text decoration, not native font property, , may rendered differntly in different programs depending on fonts used , how tweak text. sounds mis-tweaked spacing/ kerning. short of converting type in ai or drawing lines manually i'm not aware of bullet-proof way handle problem.
