Footage shot in HD has square edge artifacts on panning motion

i shot footage on sony hvr z7u @ 1080i , edited using  (premiere cs3) . footage looks in premiere , on camera assume in rendering. use frame serve debugger encore , panning shots or action side side has square, rectangular artifacts on edge of moving person or object. suggestions appreciated

dont use encore. if encoding mpeg2, try cce, can frameserve to.
