Thread: CPU Scaling stuck in "Performance" mode on Lucid Lynx 10.04 using P4 2.0GHz CPU

i've been doing lots of research on issue haven't come solution yet. i'm hoping reply familiar type of problem can offer in diagnosing and/or correcting problem.
installed fresh instance of lucid lynx 10.04 32-bit on sony vaio pcg-grz610 laptop. had cpu frequency scaling working on machine under hardy heron 8.04.
when first tried install gnome cpu scaling applet, not allow me to, saying frequency scaling unsupported. installed cpufreqd , cpufrequtils packages , added p4_clockmod module /etc/modules. on reboot, able install gnome applet without trouble.
however, i'm finding that, although applet active , shows current speed, not let me control cpu speed. can select wish drop-down menu, applet remains stuck on "performance" no matter do, result cpu runs fast can @ times (automatically slowing temporarily heat-related reasons).
i've tried directly change governor setting "ondemand" using command line, not respond either using cpufreq-set command or directly injecting 'ondemand' /sys/devices/system/cpu/cpu0/cpufreq/scaling-governor.
strangely, can minor improvement following steps:
1) comment out p4_clockmod in /etc/modules
2) reboot , login (cpu scaling applet reports scaling not supported)
3) use terminal load p4_clockmod ('sudo modprobe p4_clockmod')
4) logout , login (without rebooting)
@ point, scaling applet allows me manually set specific speed (e.g. 750 mhz), still reverts "performance" governor if choose governor setting.
if can offer insight issue, appreciated.
