Arduino Nixie clock
hi guys,
i have designed nixie clock using russian 74141 equivalents. im using arduino write 4 bit data latch , stobing latch whenever want data change. sounds great in theory, i'm having issues. outputs sit @ 1.5-2v. ive checked input voltage seems good, 4.5v. can see major issues design?

what purpose of r9 , r5? don't design 170 volt nixie driver. getting voltage directly line voltage. not idea. bought neat little hv power supply guy on ebay 12 bucks. works great. search on ebay nixie power , find it.
also, why wasting chip resources? use 373 drive both units , tens digit.
what state of oe? looks signal tied 373 chips. oe must low enable outputs. if bring high outputs of 373 chips float 1.3 v. ground signal @ 373 chips , not drive processor.
do numerals on nixies? pull 373 drives decoder 1 of digits. ground 4 inputs decoder , should light 0 digit.
do have code written? in middle of response, doing le signal 373 chips. need 1 each digit. @ schematic again see right bet have 1 le 373's.
