Photoshop CS4 is closing my layers windows

as title says, whenever minimize ps when maximize (or open psd file) layers closed , need double click expand it, , that's kinda annoying :\ there kind of options setting thing up? have looked in panel properties, no luck...

as far awear there no options this, however, how have photoshop opened on screen? full screen or window view, example? i've found few annoying minor things go wrong ui pallets go out of alignment when minimized maximixed if app in full screen, round make window viewed drag corners make full screen. maybe small "fix" it.
