Dotted Line and Small Boxes Around Image

whenever open new image there dotted line around , there small boxes @ each corner , centered @ sides, if image selected using 1 of "transform" commands.  cannot figure out how stop happening, nor can determine why happening.  can me fix problem?  thanks!

do have move tool selected chance? if so, click different tool, marquee tool, rid of it.
